It means you need to get either a conditional or an unconditional offer for your chosen courses. You need to choose three programs and explain why you chose each one.
When you apply to universities, the universities will respond as follow: 1. Rejection 2. Conditional offer 3. Unconditional offer 1. Rejection means, you don't have a chance to study 2. Conditional offer means: there are some conditions to be met before you are allowed to start studying. For example, some documents are missing like, English Score, your undergraduate degree has mistakes to be resolved or verification to be made, or your passport is expired or etc. 3. Unconditional offer means: You are allowed to start your classes as soon as you pay 😊

Most of the universities should waive the fees for Chevening applicants. Some requires fee and you have no other option but to pay.
