Interesting, the first purchase here is Dreadnought, which is fun and all. This thing sure is fun to play, and I was actually positively surprised by the 140mm AP as well. Just too many bots in low tiers, which quite severely reduces the impact of the torp range and smoke.
The Langley at the Battle of Leyte Gulf was a tier 8 carrier , the original Langley had been converted into a sea plane carrier and was torpedoed and scuttled between Australia and Java in 1942

Had a quick look at the ship, the only difference to Myoko really is the ship skill, which gives you torp speed and concealment at the cost of a bit manoeuvrability. Setup-wise, I'd go with a standard Myoko build - main battery 1, acceleration and concealment. I don't think the skill makes a huge difference to how it'll be played, it's still a ship that best plays at range or from unexpected angles. With the typical IJN CA torp angles, you're better off kiting and dropping towards the rear.

This was the weirdest ship to put in compensation, and yet at the same time, Ping hai was a ship I wanted. Not because i thought it would be good, it’s more of. Hey, this ship is exclusive to the CN server, it would be cool to have the ship in the worldwide release
Some people stick to tier 1-3. We see that on fb group, and I have one in my fleet that have cumulated thousands of battle in tier 1 destroyers (...). Maybe to increase their WR? Because I see no fun under tier 5-6.
I actually don't mind lower-tier games, but there are some considerations. New players naturally have to start at low tiers, and if they're regularly faced with more experienced players, they will get trounced on. In that way, the tier progression represents a way of segregating players away from the newbies. The bigger issue I have is that low-tier games are usually very bot-heavy. Now, we could argue that having more players use these tiers would solve that, but see above. Depending on what ship you're playing, bots can be an absolute nuisance, especially for DD players. Although I can see the appeal, since tier 3 doesn't usually have smokes anyway, and the Italians aren't quite as devastating. Still, with random ammo type selection, a bot BB in low tiers can suddenly fire HE, and they do tend to Matrix-dodge torps... In the end, each to their own, but the experience for T3 premiums isn't going to be great for most players
In German, we have a proverb (no idea what the English equivalent would be) - "Wer den Pfennig nicht ehrt, ist des Talers nicht wert", roughly translates to "he who doesn't value the cent isn't worth having the dollar" :)
You can always use the free ship slot - I personally have quite a few lower tier premiums I collected over the years, but don't really use them much, since it's mostly just bots down there.

Same. I have a couple of low-tier premiums - Mikasa, Katori, Dreadnought, Cambelltown, Aurora, but usually it's just fighting bots

My fleet members say this ship sucks, but I see her as a dangerous cruiser.
She's docked next to Arora and Dreadnought as tier III bullies. Remember you get an extra fish reload when you level up the LC that comes with Ping

I was pretty dissapointed with this ship, but a tier 3 premium isn't going to do much of anything. I got the battle honors, and sold it.
