Even though Zein is supposed to be hated by fans, his transformation music makes you want to root for him. If the Outsiders team is basically the Kamen Rider equivalent of the Suicide Squad, Zein is obviously a white colored Batman one man who has all the powers of his Justice League allies
I find it both hilarious and ironic that Kamen Rider Outsiders somehow gives us a new perspective of the fact that we start to see how dangerous and threatening the heroes have become if they are left unchecked and no one else is around to stop them. Zein the artificial intelligence is the perfect allegory that answers the question.

Imagine what will happen if ever right after the events of Kamen Rider Outsiders, the Rider multiverse is once again at risk because there is new artificial intelligence that uses the powers of the Super Sentai that plans to do the same at what Zein did for the sake of "salvation" by exterminating the Kamen Riders regardless of whatever moral alignment they are currently on at the moment. The situation has gotten so bad that Ark and Zea enlists the help of Zein in order to fight back against the AI of all the Super Sentai teams. In a mix of irony, Zein is willing to help Zero Three because Zein will also be eradicated if he doesn't help out and this is how Kamen Rider Zero Four will be created.
Sounds angelic and heroic.... it's mention of salvation of humankind though really turns me off. Just about every time something's been done for humankind as a whole in kamen rider has backfired horribly. His appearance looks more like a dictator or ruler rather then a hero also gives me Big Brother from 1984 vibes that he'll be an oppressor rather then a hero as he has a zero tolerance policy towards malice.
I really hope that they eventually get around to releasing this belt. It’d be such a BM move showing up at Cons as Zein, and just overpowering all characters from all franchises.

Rewatching Zein and Ark's fight in episode 4 somehow gave me another realization: Because George is the one who created the Zein and his status as a Kamen Rider fanboy is why he intentionally designed the suit to look like Daguva!!! Not only that but another Easter egg that I just happen to realize now that because Zein also can use the powers of Agito Shining Form, this is actually a cleverly thought-out callback in connection to the enemy relationship between Ark and Zein. In episode 4, the showdown between Ark and Zein is not just a callback to Kuuga and Daguva's epic final battle but they are also two kinds of artificial intelligences that operate on complete opposite programming: Ark is programmed to always back to life as long as there is malice and Zein is programmed to put the world under constant surveillance to make sure they do not get caught committing crimes. Ark and Zein are both artificial intelligences having opposing programs while also being intolerant of each other is mostly reminiscent to the "chaos versus order" relationship between the Grongi and the Lords. The Grongi is a group of chaotic barbaric tribe that kill for fun and the rival tribe of the Linto. The Linto tribe prayed that a champion will be selected to seal off Daguva. The Lords are the angelic soldiers that are tasked to protect humanity and only target those that have the potential to become Agito. Zein being able to use the power of Agito Shining Form also reflects Zein's task of getting people in line.
One of the best things about Zein in the Kamen Rider franchise is the fact that he is the type of character that the heroes should have been doing in their active series: someone who doesn't waste time listening to any of the villain's origin backstory for sympathy points for 10+ episodes and just straight up destroy them on the spot and be done with it. This is why I am siding with Zein, in terms of narrative opposition, because many of the Outsiders are now ironically forced to protect the world even though many of them committed serious crimes during their active days during each hero's tv series.
