Why did they even bother against marijuana when in the 30' when they were literally giving opium, mercury, and heroine as common household drugs.
the hemp industry and the lumber industry were at each other's throats at the time. hemp was doing fairly better then the lumber industry. the lumber industry had more connections in DC, and a man by the name of William Randolph Hearst.
Hearst was a newspaper tycoon, and he launched a propaganda campaign against cannabis (or marijuana), claiming that its use incited criminal behavior and insanity. He owned a substantial interest in the timber industry at the time DuPont Chemical was perfecting a new chemical treatment for wood pulp paper. Hemp paper (i.e. paper made from marijuana) was better than wood pulp paper in that it was more durable and recyclable, without any chemical treatment needed.
While no doubt playing lip service to "free market competition," they in effect introduced a product nobody actually needed while eradicating one that was poised to become ascendant (so much for "laissez-faire"). DuPont and Hearst stood to lose a fortune if hemp paper displaced wood pulp paper on the market. So they used their media and political influences to convince the public of the existence of "reefer madness." This despite the fact that in approximately 5000 years of human civilization, there had never been a single law banning cannabis. This is underscored by the fact that there has never been a single death linked to cannabis use, and it has scientifically proven medical benefits, particularly in mitigating the effects of glaucoma.
