I really want to thank you. I was trying to fix my phone for 2 days and it was very frustrating.

Jair Mendes Just make factory reset after the process is completed. It doesn't allow OEM enable because you have unlocked bootloader phone. It does not matter.

11/21/2019 It works. But im confused why did he reset the phone in the end if it's already working? I havent reset and phone works fine can someone kindly tell me if i should reset the phone and sign in again or keep using as it is?
after reset phone will not ask Google account and all apps that were installed during the process will be erased too.

@@frp i did that but it is impossible to go to Settings to enable Usb debugging. My phone is nexus 6 XT1103 factory unlocked running on Android 6.0.1 ( M0B31K) with the November 2016 patch.
