You asked a really good question so dont feel sorry. Ok remember this, limit for individual is always RM9000 even if they dont mention it in the question. So, if we take 9000 x 2 , we will get 18000 which exceeds the limit and that is why we will end up taking 9000 only due to the limit. I know its confusing because the question never mention the limit for individual sometimes. I was confused with the same thing too when i first learn this chapter, but i just get used to it and accepted it after doing many exercises. You can refer textbook page 110 for another example.
