Cool project and a really handsome looking steamer. The nose probably moves because of the reciprocating motion of the rods on the front hinged set of wheels. Normally steam locomotives nose like that, and you can see it if you look at one coming at you at speed. Maybe you can install two very flexible long springs on both sides of the articulation hinge, they would pull the chasis on both sides and maybe limit the nosing a little.

@@jefflynnalex thank you. I got the original fly wheel off the motor and put it on the replacement. It really helped with the low speed.
