The thing on his back is an artificially made human called a Nomu and it’s just really strong and normal. One only has one quart and a really super overpowered one has multiple quirks.

Tomura: basicaly if he touches something with five fingers, they disapear and die, and he is the grandson of the all for one user before all might (all for one is deku and all mights quirk)
Dabi: he has blue flames and is shoto todroki's brother who got burned and was suspected as dead
you do understand that last one is a freaking spoiler right? XD for the people who haven't watched or read the series.
It is one for all not all for one those are two different quirks

Toga's power is she can transform into someone depending on how much blood of theirs she has consumed. Dabi's power is the ability to generate and control highly destructive blue flames from his body. Tomura's power is decay (given to him by All For One; can turn his targets into dust from touching them)

Chances you’ll see this 0 but they are dangerous villains the girl toga can use someone’s blood to become them Dabi can control fire and he’s resistant to it but made it so hot It burned him and Shigaraki whatever he touches with all five fingers and what is connected to it decays and crumbles

Dabi isn’t actually a villain that much. Reason
Dabi was born with his mums quirk ice but he’s dad trained him and forced him to be able to use fire.
Then he burnt his house down and his dad got really angry at him.
Dabi burnt a lot of his skin off so he just stapled him together.
Then Dabi wanted to kill shoto cuz he was born with both his mums and fathers quirk
The reason why some of his skin is burnt is because, when he over uses his quirk he burns his skin
Your wrong dabi was born with his mums resistance to cold and his fathers fire so when ever he used his fathers quirk he would burn himself and one night he was in the woods training in secret and he burnt the woods down on accident and almost died and got taken in by all for one and became a anti villain
