You guys got it wrong. 1) Scam 1992 is a stock market scam 2) Scam 2003 is a stamp paper scam. 3) In both scams they did not print any money. The money like printing you saw in 2nd trailer was actually a stamp paper.
FYI : In 1992, India did not have a separate statutory regulatory body to regulate the stock market. The Reserve Bank of India(Central Bank of India like Fed) had the statutory powers in the market. The regulatory body, SEBI, that was established did not have any statutory powers to intervene. After the Harshad Mehta Scam an Act was passed in the Parliament called the Securities Exchange Board of India(SEBI) Act in 1992. This gave SEBI immense powers to intervene, regulate the stock market and punish the manipulators. This made it the official stautory body that controls everything related to securities in India. That was the impact of the Harshad Mehta Scam.
I don't know the details of the Telgi case but from the trailer, it looks like he was counterfeiting stamp papers rather than currency notes. Stamp papers are bought to create legal contracts. So, perhaps he got into a lot of fake contracts or at the very least cheated the Indian Judicial System out of a lot of revenue.
