Always felt like someone like Shinso would fit better with Toga tbh. He actually understands what it’s like to be treated badly for having a “Villainous” Quirk, and he understands what it’s like to struggle to be on the same level as everyone else. The difference is that Toga gave up. Uraraka doesn’t really understand Toga all that well, in my opinion. And I don’t see why Uraraka would ever really like Toga either.
While you are right about Shinso being a better choice, I think the reason people assume Uraraka would like Toga is because of her personality as a hero. Uraraka is caring and strives to be a good hero, but initially she struggled due to her motivations not being traditionally noble. It took reassurance from her friends to get past the shame she felt - even though it was a minor event, even smaller in the face of Toga's childhood, it would inspire her to action. Toga is a reminder to Uraraka to be grateful for what she had, but she would not be content with simply pitying the girl. Her genuine kindness convinces her to tell Uraraka about Twice. It also provides the potential for her character to be fleshed out further - imagine Uraraka revealing to Toga that when she was younger, she had considered becoming a thief as a way to make ends meet, much like Twice had. Her powers would make stealing and hiding things easy, but seeing her parents strive to earn honest money without cutting corners and realizing her idea would lead to her stealing from those struggling just like them, made her reconsider. "I am who I am because my parents stood by me. I did some digging, and I found out that you never got that sort of trust from your parents - maybe that is what pushed you to villainy" I can see Uraraka imagining how differently her own life could have gone if her quirk gave her an obsession with making things float, reflecting on how society treated Deku, and decide to be there for people like Toga and Twice, becoming a friend trying to rehabilitate Toga.
Toga canonically has a crush on Uraraka 😭... they genuinely have good chemistry together and that's because of Uraraka continue to make an attempt to understand her. Stop trying to make everything revolve around straight ships please and thank you

You do realize that, those are more than mistake those are crimes she committed
