no. because of scalpers. they put a stop to that real quick. in my area, they force you to buy the meal as well to increase sales. otherwise people just buy up the toys like they did with the hello kitty/yugioh promotion

@HexerDexter most places usually has a limit on how many you can buy. I think the mcdonalds here. 5 is the most someone can get
