Yes when you take the measurement from waist to hem, you use your tape to measure round the flounce u are drafting and stop where your length stops so You don’t make excess flounce.so while you are drafting the flounce pattern, you take the measurements round and stop.
The flounce you cut on paper looks much but on material, l feel you cut some part off,2 the DAT you said 6inches but on the material it doesn't look like 6inches pls explain but I got every bit of it.am not saying you don't know wat you did ooo from another channel the flounce was not cut DAT way.the zip side thank you for thank explanation.
Yes the flounce I used on paper was much. Had to do it so for better understanding. But when you are drafting yours, 2 steps should be enough. . Every body have different ways of achieving their result. It all depends on the one that works for you. If the one u saw works for you, u can use it. If u notice I made a basic skirt pattern b4 transferring to the fabric. The fabric is stretchy that’s is why it looks that way. But a dart should be 5 or 6 inches pls.
3 is just the starting point for the flounce. You can start with 2 ,3, 4 or any number you wish. It all depends on how big or small you want the flounce to be. And as you progress you can increase it.

Aww thanks 🙏🏽 so much. Of cause crepe works fine. You can add lining to the flounce or weave the hem. It will still come out well.
