No, he never said or believed that you needed to speak in tongues to have the Holy Spirit or to be saved. He believes that you receive the Holy Spirit when you are saved. He does not believe in a second baptism of the Holy Spirit nor does he believe that everyone should speak in tongues. This is what the Bible says.
