That part is called the “Skeg Wheel assembly”

Part in question is called a “skeg” and it’s purpose is to help keep you tracking straight as you paddle. Cheers!

I usually just slide on a tubing spacer to keep the wheels where i want them

Put some PVC pipe on the inside of your axel and it will center your wheels.
