I think it's also because in Japan, Cell's voice is always the same, regardless of his form, so the developers didn't free space for the English voice.

+Marquis Miller I believe you have to play through the story, and get to a point where Kid Gohan is fighting Nappa. You have to get him fatigued, and then get Nappa to launch a blast while Gohan's fatigued.
Cell helping Tien and cheering for him almost makes it feel like some alternate universe.
