ABC used "Majestic Fanfare" for its news broadcasts on radio and TV until 1985 or so on the TV end, and it might still be used in some form on the radio side. And that song heard at the end of "I'd Do it All Again" was "Falling in Love with Only You" by Christie Allen (1954-2008).
Well, for an example here in italy, RAI - the only broadcaster at the time - was in colour officially only in 1978. So yup, it still was something new for someone.

First thing I thought yes - the close of ABS-2 in Adelaide during the same period had the same film but I don't remember it featuring a gong at all...

It's to wake viewers up if they feel asleep while watching late night tv.
