Looks to me like the Scirocco saw the service crew and thought they missed to see a previous yellow flag and were overspeeding in a yellow flag zone. Can't see it in your video but it's possible they were flagging him to slow down due to the upcoming service car on the track which can be seen a bit later. Btw, if you adjust your camera exposure to -1.0EV, then the outside of the car won't be overexposed, the interior will be a bit darker but outside view will be much better.
I have watched the video a few times and did some research on the topic, it honestly kinda seems like you're at fault. Marshal was flagging the Scirocco for the yellow flag, both yourself and him has to slow down to 50km/h - if you look at the MX5 ahead; he did the same thing, as soon as he got close to the first marshal he mashed the brakes. Maybe the Scirocco driver assumed that you saw the yellow flag too and you'll be aware of the sudden change in speed; but it somehow seems like you got fixated on the car ahead, rather than what is ahead of the curve. Look man, I'm not hating - you have more Nürburgring experience than me, just sharing my thoughts , glad that no one got hurt anyway :)
