I danced West Coast Swing for approximately 28 years I've been into Argentine Tango full-blast for The Last 5 Years. I was using a toe lead but now use a healing as I find it a bit more stable. I still go out dancing West Coast Swing every now and then.
I like to use 3. By landing on the heel, you get a longer stride as the rock forward carries you further. Landing on the toes actually carries you backwards. However, landing on the toes gives a more controlled step like a soft brake, often useful and the only option if the follower doesn't project well and a powerful stride would push her over. Just my observations.

there is no problem using either heel first or toe first. You can walk however you feel in the moment. You don't have to choose a style of walking and you don't ever have to do something that others are doing to justify the way you dance.

For me the amortization on level of hips was revelation ! Thanks :)
