If you mean smartphones, they usually communicate using BLE.

Can we measure height using UWB?

yes, think about it like this.
One base station can measure the distance from it self, but the range of values is now a sphere around itself because we do not have any other measurements. A second base station will give you a plane where the two spheres intercept. A third base station will give you point, thus three dimensions.
