It is a foul to slam into somebody. Also, it's not a foul to not let somebody move because (as far as I know) it's very difficult to stop somebody else's wheelchair from moving, and then they have to pass to a teammate or shoot. Good questions. :)
Another point to add: why would anyone let their opponent just go by them, in any sport? It never happens in any sports that involves defense and offence being on the field, ice, court at the same time, right? It's one of the basics of any of these sports: do not let your opponent do what they want. It's no different in wheelchair basketball, except players can use their wheelchair to keep someone else from moving (to a certain extent, there are rules about it).
Females would easily win, as they would have a huge height, mobility, and speed advantage, and also "crips" is not the nicest term for those who are paralyzed.

I take it you've never seen any event of this type, nor have you ever been interested in learning about these sports, and see for yourself whether they are exciting to watch. You just make assumptions based on the wheelchair they use. Also, as someone stated... do not use "crips" to describe any disabled person.
