Thank you for watching! A reopening double is essentially a takeout double made by opener. The opponents can pass. A takeout double is usually forcing to partner (not the opponents). As with any takeout double, partner can choose to pass converting the double to penalty IF (and only if) they feel that doubling the opponents will get the best score. Otherwise, as with any takeout double, partner should bid (the weaker their hand, the more important it is that they bid) and the opponents are not forced to bid. We cannot force the opponents to bid. We can force partner to bid and a takeout double or reopening double are generally forcing to partner.
Double allows for the most flexibility in terms of getting a good result, e.g. give your partner two small spades, two small hearts, K-x-x of diamonds, and Q-x-x-x-x-x of clubs, and you will make three clubs or perhaps your partner has a trap pass with K-J-10-9-x of diamonds, leading to a positive result for you when he passes your double.
