Loco pilots cannot take a decision unilaterally, not to stop at a station. If a train is not making a stop, that is because that particular station is not a scheduled stop. Therefore the train is “passing through “ the station NOT SKIPPING. Skipping would be deliberately avoiding or omitting.
Amazingly, the same mannequins are waiting for the train on every platform throughout the entire trip: and they are all foreigners.
