GPU is used like in this video in rdr2. GPU usage should be higher on 4060 ti than it is here that is why there is no point upgrading GPU with a processor like the one in this video

In some poorly optimized games like Jedi survivor it will bottleneck even a 2060. But overall it won't, its a good pairing.
