I think the main idea behind Hank was that he was generally just done with everything and everybody. Probably lost his job and now had to listen to some douchs boombox. That was his last straw on top of it all the sheriff has it out for him. A nice relaxing day at the beach with his friends is probably all he needed but never gotten the money for.
