The seemingly abandoned _top floor_ was probably meant to serve as the area where the prayers could wash their face, hands, and feet before heading inside to pray. If I had to guess, I would say that the cameraman was not wearing shoes while walking inside the mosque. Strolling inside the mosque with shoes is customarily prohibited.
