I don't own any Toga character. I started playing this game this same summer and I'm not sure If I should try to get Toga as I'm waiting for Armored All Might to get added into the game. I want to save around 1500 gems for him and I'm already at 1205 but Toga looks really good in terms of damage and my red team is not the best. I also need Toga to keep getting progress in a VE Tower so I'm not sure about what should I do, maybe reach 1500 gems and then every new 500 try to get this Toga? I'm not sure If I'll have enough time for that.
You should try to save way more than just 3 multis for a chance at a character you want. that being said I say do your daily free summons on the toga banner.

Got Toga in my 4th multi. Which felt ok. Not insane luck but not that unlucky. Also bought the Halloween ticket and got booty cheeks All Might. I found it funny since you got Shigaraki. These tickets are rigged. 😄
