lets not forget 97.35 Helicopter visibility reduction to half, but no less that 1/4, unless on a copter approach or otherwise noted

In this example you had the 1000ft agl required
91.167 state that you need 1000 agl OR 400 above approach minimia.
I'm confused on why an alt was needed if you were 1000ft above the Airport? It feels like this wasn't an OR situation it was an AND in your scenario I'm sure I'm messing up right now

91.167 For helicopters. At the estimated time of arrival and for 1 hour after the estimated time of arrival, the ceiling will be at least 1,000 feet above the airport elevation, or at least 400 feet above the lowest applicable approach minima, WHICHEVER IS HIGHER, and the visibility will be at least 2 statute miles.

@@asellers62correct, between 1000ft ceiling and 400ft above lowest applicable minima, 1269ft, the higher isn1269ft so we have to go by that ceiling at least. Someone correct me if I'm wrong

It's an odd concept to me that an airport which, under the prevailing weather, requires an IFR alternate but can itself be an IFR alternate.
