The thing is aside from the albums themselves, the singles were pretty successful.
Malibu sold more than 10M copies worldwide. Slide Away and mother's daughter are both eligible for being certified platinum in the US for selling 1.3 and 1.5 million copies respectively, the worldwide sales are more. I'd say those are better than moderate success.
And nothing breaks like a heart, as of 2021 has sold nearly 7 million copies worldwide. All these info were From a chart data page and Miley's fan page.

I think "Plastic Hearts" catapulted Miley Cyrus on the radar of many dedicated pop listeners who already wrote her off and it makes people excited of what comes next. I hope she explores the rock route further in her next album.
(I don't know if your plan is to also touch on older records but I would love to see a video on Janet Jacksons "Control" and how it has shifted her career in terms of chart success.)
