It actually makes perfect sense to restrict the casual use of people using their quirks. Some people have dangerous quirks that if used without a license, could cause damage to the public infrastructure, or even worse other people. So yeah, if Endeavor wants to fly around by propelling fire from his body, they need to make sure he's qualified to do that.
What makes My Hero's universe actually really good and well written is the fact that built off of that reasonable restriction that is put in place in their society, naturally, there is a minority of people who are negatively impacted by that restriction. Instead of the author pretending like that doesn't exist, he focused on the social phenomenon that comes out of that restriction and was able to create multiple compelling storylines from it and reasonable conflict for our protagonists to struggle against.
Shocking to me that you would think this is bad, maybe you're just saying you wouldn't like that restriction being placed on you personally?

Ooooh that’s actually a really good way of looking at it, I never really thought about it like that. 100% though I get that its to keep the people safe, but you’re right I personally wouldn’t like the idea of it being done to me being restricted like that just doesn’t sound great.

No. I think the one chance makes a lot of sense if you think about it. You practice a lot to get to the point of getting licensed. If you try your absolute hardest, and you don't make it, your quirk just aint it. If you don't have commitment the first time. You lost your chance. Now. Getting fined just for using your quirk. Yes. That's dumb. But I think the licensing thing is set up well.

One chance in your entire life? Bro thats kinda insane imagine applying for the military, or to be a police officer, matter fact any job that requires training and they tell you “you can never reapply again if you fail”
