The 2021 International Residential Code (IRC) has alot to say about where safety glass goes in a modern house. Take a look at this one provision found in Section R308.4.2 - Glass adjacent to doors.

That usually does not happen if the glass is setback into the wall. But yes, in some cases that could happen.
