2021 IRC - Safety Glazing Adjacent to Doors

The 2021 International Residential Code (IRC) has alot to say about where safety glass goes in a modern house. Take a look at this one provision found in Section R308.4.2 - Glass adjacent to doors.

Hey Dave! @~3:12. I think it’s because the HW on the door has the ability to shatter the glass when swung fully open on the hinged side. What do you think?

That usually does not happen if the glass is setback into the wall. But yes, in some cases that could happen.
