Your false assumption is believing that Russ is being held out because of an injury. Multiple sources, including Russ himself, have said that he is fine. He is being held out by Tomlins as a precaution against a preseason injury. If there was a real competition he would allow Russ to compete. He knows Russ doesn't need all those preseason reps. Russ is QB1, period. Russ knows it, Tomlins knows it and so does everyone who is close to the inside in the organization. In the meantime, Justin gets a chance to play some preseason ball and show what he's got. Good for him, but there is no chance he's going to be week one starter unless Russ gets really injured.
