You have to go to the tides website (tides.iitr.ac.in/#) and in facilities section you can check available lab facilities and there are some charges for outside users which you need to pay and then you can avail. Though I have done my PhD from IIT BHU, I must say the hostels are better in IIT Roorkee compared to IIT BHU.
@@DivoDynamics but in my 3months experience I say only girls hostel in IIT BHU is better , not all infrastructure
