As lockdown ends, activists brace to resume fight over Manila Bay reclamation - May 25, 2020 - Land reclamation projects in Manila Bay are expected to resume once Metro Manila transitions from lockdown this month, some part of President Rodrigo Duterte’s flagship “Build, Build, Build” infrastructure program. In early April, Duterte said he was willing to sell government properties to fund his administration’s pandemic response, including allowing reclamation projects in Manila Bay that he’d previously opposed in exchange for rice and cash. “Our reserves can only last for a few months,” Duterte said on April 6. “I am willing to sell the whole Dewey Boulevard for whoever wants to reclaim the land around it. His knowledge gained throughout the years in his profession makes him navigate accurately through those somewhat risky questions. How I wish politicians listen to him more. I always admire this man.
Floods have been occurring in Bulacan even prior to the commencement of the new Manila International Airport's construction. The responsibility primarily lies with the LGU and provincial government. They appear to be allowing Bulacan citizens to attribute the flooding issues to the airport construction, thereby avoiding taking accountability themselves. The airport construction is being used as a convenient scapegoat. In reality, it is the government that should be held accountable due to their decades-long negligence towards their constituents
Engineering study and intervention is always the answer to all small and big water drainage problems. Engineering study always includes environmental assessment. Politics should not be used to defeat good study and assessment. Good example was the immediate cancellation of the properly-studied contract of the Belgian company to dredge Laguna Bay to eliminate flooding in Metro Manila. The cancellation was done by Pres Noynoy Aquino just few days after Pres Aquino became president without any technical reason except that it was signed during the previous Arroyo administration.
Dito kasi sa Pilipinas, infrastuctures like roads, bridges, drainsged, dikes etc are designed by politicians like mayors, governors, & the contructors are either... sila rin... & congesssmen & senators. Yung mga infrastructure interventions dapat mga scienctist ya o mga technocrats.

That is why the Philippines is and will remain outside the radar of foreign investors (we have very low FDI flows). All these reclamation projects had the full approval of previous administrations (ECC, EIA, etc), including the final approval of the President of the Philippines. A new administration comes and suspends all these? What does this say about our investment environment??? Whether the Projects are, overall beneficial or not, should have been studied BEFORE final approval was granted.

This anchorwoman sounds so interrogative. She is asking questions that tend to lead Mr. Palafox into falling to her trap that will make him give statements agreeable to what she's fishing for & find an ally in him. Mr. Palafox is so objective, precise & scientific. He is a man who knows what he's talking about let alone what he's dealing with. Another case of tilted journalism.

For a county aspiring to be developed, modernized, competitive and a safe investment destination, "suspending" large scale private infrastructure works give a bad look. It shows we do not know how to run things. In the first place, how can the currently working reclamation activities be allowed to proceed if they did not have the clearances from the PRA, the DENR, the PPA, the Coast Guard, and all concerned agencies. If we keep giving the green light on these projects and then the senate or congress, after a couple of months says "stop!" it's like saying those agencies are not working. What's the use of these agencies? Why are we going through the lengthy process in the first place kung incompetent naman pala yung mga ahensya natin. Besides, if these projects are cancelled... who's going to pay for them to take out all the sand that has already been poured in?
............Agree! that's the sad truth. There are so many incompetent people in the Government. They should have reviewed that project before they allow the reclamation to begin. It seems like nobody in the Government knows the process. Again, it boils down to incompetency.
Yong mga Senators na ayaw ng progress they will pay for cancellation of projects into the contractors.. They/ Senadors like Island of trash Manila Bay. Our Government Agencies acting immature already.
Because of professional ethics, Arch. Palafox will not be able to comment on the projects. He mentioned that the projects have responsible consultants.

Sea levels will definitely rise if coastal countries decide on increasing the number of reclamation projects. Bringing in substrate from far inland and dumping them on the coast lines to produce reclamed land is quite similar to placing pebbles inside an already filled glass of water. That glass of water will spill. And we add climate change with the thawing of inland ice making their way to the sea worsens the issue of global sea level rise.
Regarding Laguna de Bay, experts back then about the dredging will do good for everyone although marine life will be affected vastly due to toxic substances such lead on the water bed will arise and will kill a majority of the fish population. But then again, all will come back in a span of two years.

The way he sort out questions clearly shows his vast experience and expertise. Mr. Palafox answers questions professionally.
Mr felino palafox is a good architect and is a great planner.
Yes he is a good talker too !
The cancellation was done by Pres Noynoy Aquino just few days after Pres Aquino became president without any technical reason except that it was signed during the previous Arroyo administration.
there were many projects of Arroyo administration that are good for the country but was cancelled by Pnoy for no particular reason just politics
If I remember correctly, the then DPWH Secretary explained already the reason why they cancelled the said project..

Now they need American approval for any Project

SIR YOU ARE AMAZING.
Precisely, those agencies are not working. If they really worked- and cared for the environment -- those projects should not have been permitted.
This is where our taxes go...smh
Well we do have bad officials who either do not know how to run things or know how to run things --by corruption. It looks bad but it is what it is.
Because of professional ethics, Arch. Palafox will not be able to comment on the projects. He mentioned that the projects have responsible consultants.

Yes mali talaga yung nagapprove. Tagal na for example nagrereklamo nung mga mangingisda sa Cavite dahil sa dredging, ano ang response ng DENR, the usual. Ngayon uminit ang issue, suspend. But investors are supposed to know ang risk sa environment ng project nila, if naapprove man because of corruption o kapabayaan ng opisyal, it means the investors are ready to do damage to the Ph para sa pera so if masuspend man they deserve it.

Perfectly said.

Mr. Palafox knows that metro manila would be flooded by more than 20 ft. if reclamation in manila bay will be impose...money matters most in exchange in human life...mr Palafox is a tool of those investors wwe all know that those reclamation projects are designed to be higher than metro manila...let us wait and see if mr Palafox is to be praise or to be cursed in the future
alla agawa-am Apo Arkitek...Dios ti Agngina
Palafox uses the words "Proper Engineering" When was the last time business men are accepting responsibilities when things go wrong. Several concerns reclaiming land from the sea. Learn from history in Europe and US that land recovery has many negative impact. The global warming is raising the sea water level, super storms, PI is in the ring of fire means earthquake are often, Buildings need to have deep foundation drilled to the bedrock. For as long as the government is partially funding this project it will continue. This is not a sustainable project. Use the money to elevate the shelters of low income and provide a much improved urban planning within metro Manila. If you want investment flow in the country, you must have an improve infrastructures where it is 24/7 reliability. Human labor (OFW) is still the number one export of the Island.
Sa Mindanao ang daming bakanteng lupa na pwedeng tayuan ng mga negosyo huwag na sa Manila Bay.Masyadong siksikan na sa Manila sa Mindanao nyo itayo yan.

PalaFOX is the WRONG person to bring this kind of interview. He is an Architect and don't know much about ENVIRONMENTAL ENGINEERING. This is a sham! Bring someone who speaks with authority not a DANCER like PalaFOX.
isa po ata siya s nagpaganda ng Dubai kung di me nagkakamali
Sometimes all of our technical knowhow and expertise are all for naught because we are not right with the Lord. And when we are there is not a need for them.
Take Amang and Egay. Both timely destroyed the crops that were due to be harvested. What else will one think or if you prayed for karma to fall on wicked ones then you know your prayers are being answered. Those who do not believe will never understand Mayon and Taal volcanoes. Perhaps, there may even be a need for a Marikina to wake wicked people up or encourage the righteous to be bold.
