It has been a while since I have been to CiCi's Pizza. Good to see the food is still good with the price increases. The cheesy bread, plain cheese, mac & cheese and white pizzas all look good. And sign me up for the brownies. Great review of CiCi's Pizza.
Cici's went into a restaurant space in our neighborhood strip shopping center like, 8 years ago or so. It was in an area with at least 3 other pizza joints nearby. They were the cheapest. They attracted families with kids, who LOVED the game arcade. They had the usual toppings, nothing exotic like artichoke hearts or tuna. The pizzas were edible, not great or outstanding in any way. The crust was usually thin, kind of crispy and added no flavor to the dish. The toppings usually canned, frozen or packaged. Their vegetables were fresh enough, their cheeses were low-quality but melted. Their sauce was red, kind of tomato-tasting and barely noticeable. I would always scrape the topping from one piece of pizza to another one, doubling the flavor. They also had a pasta window, offering three sauces including sautéed garlic and olive oil. It was a good deal, with the pasta and the dessert pizza included. They lasted two or three years before they moved to a more fitting neighborhood. Maybe to Orlando.
All of my locations closed during the pandemic and never reopened. At the time, the food was good and they would make special pizzas for you if you asked. My favorites were the garlic cheese bread, brownie and ranch salad. It was all great though.
The answer to your question is: This is most definitely NOT the best budget pizza buffet. This crappy place is meant for kids only. Thanks for asking, though.

They have a lot of options for the price and they’re doing pretty good business in Orlando
