This is Skullcap in the Poverty Creek Trail System in Blacksburg, VA. The first half of the video is sped up because its mostly climbing including a really technical rocky steep section before you get to enjoy some downhill. This is a tough/tech trail which you can get to from the Fire Road past Poverty Creek. You can also go up Royale and down the fire road a bit before entering the trail on the right.
