your fan charge lead acid at to the max of 6.4volt. and your life04 battery cells to the max of 7.3volts which your fan charging circuit is not design for that voltage. in the end, your power supplied by the fan will not meet the requirement of life04 and definitely will keep under charge. red indicator light will always be on..
I have similar problem after replacing the SLA battery of my 12V fan with lifepo4, the fan's charger output is 14.4V which I thought is enough to charge lifepo4 to around 80-90% but when the battery voltage reaches 13.3V (3.325 per cell), the current drops to around 120mA and it now takes forever to charge. Is it normal to draw that little current at that voltage range or am I triggering some sort of overcharge protection designed for the original SLA battery?

depends on the BMS. some have separate charge and discharge. The BMS I used have the same terminals for both charge/discharge
