After downloading, you can easly open it, as a standard library in your TIA Portal.

thank you for this video.
Can you please tell me how to set the system date and time on 3VA2 Circuit breakers?
I checked using both powerconfig and TIA Portal but can't find it.
The date on the 3VA2 Circuit breaker is set to 1970.

Date is stored inside COM800 - not in breaker itself. You can set date and time from your PC via powerconfig - after uploading COM800 to your powerconfig project, simply click on it, then click Device -> Date and time settings... -> Apply.
Remember to use UPS system to supply COM800 - date will be reset to 1970 after each auxillary supply breakdown!
