No not necessarily true, since there are countless English medium schools in Pakistan where kids are pretty fluent in spoken everyday English.
Plus due to some odd reason young Pakistanis are pretty good at changing accents. Few here might have been abroad but that’s a small minority
No, because they speak English. Does not mean they have lived abroad. Most countries now teach their younger generation English.
