What is a 'safe systems' approach to road safety?

Safe systems are transportation systems that no one can get fatally or seriously injured on. The medical, construction, and electronics industry all have long histories of developing safe systems. It’s engrained in their cultures. Transportation systems are not quite there yet. There is more to be done to ensure redundancy, care for vulnerable road users, and design fail-safe systems.
