In case anyone wanted to know how to do this in Blender, I played around for five minutes and came up with these steps. Hopefully they're close enough to the video above. If not, please let me know. I'd love to learn how to do cool stuff like the guy above.
This is pretty long but I tried to be as detailed as possible.
1. Get your object in edit mode and select the knife tool. If you don't have the tools showing, press T and look towards the bottom.
2. With the knife tool selected, look towards the top. There should be a smaller toolbar with options like "Occlude Geometry" "Only Selected" "X-Ray" and other stuff. Turn OFF occlude Geometry and Turn ON X-Ray.
3. Use the knife tool like how the video does it, but make sure to press the C key while making each cut. That will allow you to go through the entire model. You can tell because there will be extra dots (verts) on the cut you're making.
4. Press [ctr + d] to separate the cuts from the model. This will create a separate mesh. Go back to the original mesh, select the cuts you made, press the [x] key, then click "Dissolve Edges." This way you won't have weird cuts on your OG mesh.
5. Select the new mesh (the cuts you made) and look towards the options at the top. Look for the option called "Object." Click that, then click "Convert." Then click "Curve." This will turn your mesh into a curve object.
6. In the properties tab thingy on the right side, click the green Object Data Properties tab. It looks like a green curve. Then find the Geometry tab within. In the tab, there should be a sub-tab called bevel. Open that and change the Depth to what you like. Same with resolution.

Okay, this is one step further. I used to bevel the edge loop and use this, gave some nasty topology. Edge loop to curve is genius. Thx

Kinda looks like the knife tool in blender but with some enhanced features
in blender you could probably use the knife tool, then select edges you created, duplicate them and convert them to curves then give them thickeness

This is cool, but I would argue that cutting up your model like that can cause further troubles when it comes time to animate. Why not simply duplicate the mesh so you do not cut into the original model?
Absolutely, this is better done on a duplicate; does not make sense to mess up the geo on the original.

You can do everything but the last part you will need to do by extruding a nurbs circle through the curves

No, you make those on a duplicate of the original model so you don't mess with the original

This is not good for game meshes since you want quads for animated models, especially creatures and humanoids.
@@Grockstube I would assume you make a copy of the original model, and use the copy for the slicing and get rid of it later.
