The Lebanese government has no control. Israel lost in 2006 and that loss caused Hizbullah to become more powerful than Israel could have imagined. They couldn't defeat them in 2006 they'll never defeat them now. They successfully hacked Israeli drones and could see Israel'sd every single move in 2006. That's why only 2 low ranked foot soldiers where killed in comparison to many Israeli special forces who in their delusion attacked buildings that were abandoned.

A marine barracks bombing is not a terror attack. A terror attack implies an attack on innocent civilians. It's kinda like how when Israel says their soldiers are kidnapped instead of being captured. Soldiers aren't innocents being kidnapped.
