I wonder why they didn't put Negan in the arcade version when Geese and Noctis got in. (Not counting Akuma since he's a base game character who's been in the game before it released on consoles.) Also I'd like to imagine if someone actually tried to "plug" in the arcades, they would literally try to find where the machine is plugged and unplug it lol
Like the other guy said, actor likeness and AMC more than likely didn’t want to give permission of the arcade version. Expect console Tekken 7 to no longer support negan dlc in a few years and maybe noctis and geese too.

Actor/likeness contract only has few years, if it expires they gonna do a lot of paper work.

Licensing issues, Negan and his stage were only licensed for the home ports, not for commercial use like arcade games…
