Because they made the game harder by putting in stupid stuff with no indication of how it would work, so you need to read EVERY code from all sides and mirrored. Some idiot thought people were totally able to guess a circle of arrows against the click would mean you would read the numbers mirrored. So it's a 11, not a 9.
the arrows tell you counterclockwise, so that means you read the numerals backward as well as the order. So IX becomes XI. Which makes the sequence 1-11-3-2 because the other numerals are the same forward and backwards (for exp. III is still III no matter what direction). They got me for a second on that one too.
What does “the circle around each number” means?
8868 has 7 circles in it, the number eight has 2 circles, 3 eights means six circles plus one circle in the number six for a total of seven circles

why is it 11132 and not 1932?
Because we read the order from right to left... Must be XI not IX, if you think IX so the number 3 and 2 must be change place to
