I'd argue the best dot build is firestaff with blunderbuss(pestilence), firestaff with electric dot gem. Both weapons with keenly jagged. This way you also reduce enemy healing via pestilence poison effect. Smoulder is also much stronger than any bow dots imo, it just stacks so fast and deals so much damage. I dunno if you're a firestaff player but it's definitely fun and worth a try, just a pain in the ass to gear.
Do you think evade shot worth it ? They can still attack you during that evade, maybe rain of arrows will give you more value and you can also cast it "around corner"

In case you didn't know keenly jagged's 10 second cool down counts towards both weapons. Most players running keenly jagged only put it one.
