Most likely not, but I won’t throw out the small possibility. So far, JYB has just been recording new lines for Broly. He hasn’t redubbed any existing lines by Vic, nor are any of his new lines replacing Vic’s either. Broly’s just getting additional voice lines, and JYB’s dubbing them. Plus, in the end, what type of English voice comes out Broly isn’t really Bandai’s problem. It’s Funimation’s. (Especially if it’s going to cost Bandai an unnecessary amount of time & money to replace just 1 character’s voice. Heck, even Hit’s voice hasn’t been replaced yet by Matthew Mercer.)

A lot of this is just headcanon to justify dimps shitty decisions. In the anime, 2nd Ultra Instinct -Sign- Goku spoke several sentences to Kefla. In the anime, MUI Goku actually spoke to Jiren and got angry at him and verbalized that anger when Jiren tried attacking his friends. FighterZ and Dragon Ball Legends show the best portrayl of Ultra Instinct Goku because both of them show that 1. He aint a mute 2. He could talk actual sentences. This is further realized once you read the actual Dragon Ball Super Manga which has Ultra Instinct - goku interacting with moro, Gas, and whis.
Maybe you never played Xenoverse 2 at the time, but Goku black came out way before the anime dubbed him, and plus Sean was new to the character when Xenoverse 2 came out so he thought maybe I should give him a deeper voice to sound sinister same with the rose form the British voice was exaggerated .
