This should have used at Fully Loaded '99 if Kane joined Undertaker in the 1st blood match against Stone Cold without the help of the Corporate Ministry. Not only they can be dominant, they could terrorize Austin,Rock , HHH, Big Show , the entire WWF roster including the remaining Corporate Ministry. In reality, it was never bound to happen.

The ministry should’ve been Taker and Kane with some lackies taking over the WWF, Wrestlemania 15 should’ve been Taker vs Shamrock, Kane vs Big Show, and anyone else beginning to dismantle the corporation.
The higher power would never exist and the only way to take down the stable would be if DX or Austin managed to lure Kane away.
But Russo never knew how to write very well so we get the corporate ministry that ruins everything
