For example in one video from C-SPAN he is advocating for the re-scheduling of cannabis as a narcotic from Schedule 1 to a lower scheduling because he KNOWS the criteria for schedule 1 drugs doesn't fit cannabis. He did not advocate for legalization and that is simply a political tactic because he has allies on both sides of the aisle left and right who take a cautious approach to legalization and rolling back cannabis restrictions. I know he would want it legalized, but tactically in a political setting he cant advocate for it so he doesn't lose allies on the right wing side of aisle.
