In the proviso it provides a one more option , apart from that place where the property is actually present , aggrieved party can also file a case in the court within the local limited of whose jurisdiction the defendant actually resides which is not given above in the sec.

employee chennai ke PNB bank me work karta tha ,but belong lucknow se karta hai, bank ne usko terminate kiya , fir employee ne zonal office chennai me appeal kari , appeal reject hui to review appeal board of directors delhi ko send ki, iske bad review appeal bhi reject ho gayi ab case kis highcourt me file hoga ?
