In the Light Novel's it's canon that a goddess is as strong as their followers, but their followers also get a modification of their stats to reflect their goddess. For example, Eris is the goddess of light and fortune, so all of her followers get a slight boost to their luck stat. Aqua on the other hand is the goddess of water and creativity, granting her followers a boost to their Mana stat, even more so than Eris's boost to her followers Luck stat... but as a trade off, Aqua's followers take a hit to their Intelligence.
Chris Smith don’t spells use mana, which in turn use intelligence? Aqua has like 1 int, and she can’t be a mage because you need int, but to use spells in mage you need mana as well? So this technically means, the people of axis that follow aqua are basically useless? Sounds familiar

Yes, and no.
Spells use mana, but intelligence has nothing to do with it. Think of a bard, they cast magic via charisma.
Chris Smith this is fair, but the world of konosuba is a bit different from dungeons and dragons, or games like that. You need int to become a mage

Yes, which is why Aqua isn't a mage. She's closer to a priest or cleric with a bit of bard mixed in (her artistic abilities).
