I've also had this happen once on a set of stairs, but on the other side of that alley where the front of the Millenium Tower would be. I didn't get the dynamic intro, though.
what just happened
My assumption is I interacted with him on the stairs, which isn’t a fight location, and then the dynamic intro bugged out and well that happened
